Doesn't an outstanding bounty on someone allow an aggressor to bypass rule 6.6 and just say "there's a bounty on you, I intend to collect!" before starting the pewpew? If so, rule 6.6 is there for a reason and this giant blanket bounty is just there to allow people to bypass it. If I'm mistaken in that impression, nevermind. I haven't really dealt with bounties much.
