Make the ships cheap so making a Kusari doesn't impede our progress on things we'd rather do. Same with Gallia.

And in line with Kusari isolationism,
Make trades to/from Kusari more profitable
Restrict docking access house-wide for non-house factions except for quasi/illegal bases
Kusari will trade with you, but it wants Kusari ships moving goods, not foreign shipping companies

Put Kusari contraband for sale on aforementioned quasi/illegal bases so hogosha and police have something to do

if we go with the unholy alliances we could also bring in a bigger treath from outside (non of the major houses they have allready wars on ) like the nomads in that scenario i can see why they come togather in the fact non of them alone can withstand the flood for them self.

Sorry to burst your bubble - but there are now restarts for every faction. However, I'm not sure if they fully rep out for all the allied factions by default.

Isolationism is traditional thinking. Why does everyone just assume Kishiro is Samura 2.0? It drives me absolutely nuts. Kishiro should be pushing to open up Kusari - and it would give the internal factions something to actually disagree on. Right now, there is really no difference between the monarchy and the republic in terms of foreign policy...

Have to agree here, while isolationism is a facet of Kusari RP, it comes in many different varieties of strength.
Some like the farmers are pro Kusari and anti foreigner but that is not an accurate description of all Kusari.

Any isolationism can be RP'd ingame and does not need game mechanics forcing the point.

Do you want people playing Kusari characters and mostly staying in Kusari, or just people bringing their existing characters into Kusari, and then leaving?

I'll tell you what killed it, 30 LNS daily. This works with gallia too! ( though now the admins made a smart move ) Kusari stays dead as long as we allow time-consuming LNS - Liberty "navy" sit idle and do nothing, perhaps scrubbing their dreads.

Quick edit :

1. Move Penny start locations to honshu
2. Move all ore sell points to kusari
3. Enable in-space idle filter to kick afk lns.

ITS ALIVE!

Unfortunatelly. When I was talking with official KNF back in 4.85 and 4.86, their view on things was that Kishiro is just that.
