I don't see a problem here. If you catch a smuggler going right trough there that means you can shoot him and that you can feel better about it.
If you're worried that people are failing at rp why don't you adress the entire problem of diamonds niobium route as a first issue.
I'll give you a little hint: "if you do it i'll be right next side to you"
If this guy wanted easy money thats where he would be trust me, but instead he chose the fun route and route where he might get killed. Is it out of roleplay? yeah.. but is it so severe as other issues here? Not even close.
Its like when police justifies themselves with catching 15 felonies a day that are all a petty theft but that murder case thats a thorn in everyone's eyes is still unsolved there.
Basically I dislike any sort of trader unless his route is some hard core thing, and if his route is some hardcore route then you won't even hear from that trader or have problems wit him.
So let's actually adress few problems that create other problems instead of theese

If people want to stop the Chugoku- Sigma 13 highway, pirates just need to be pirating in the systems travelled.
Hessians in New Berlin, Corsairs in Sigma 13, Blood Dragons in Chugoku, Golden Crysanthemums and so forth.
Do that for like a week, and the route will be very depopulated for a while.

With regard to the smugglers going throug omi 100, I find it bloody annoying as well and I discourage people from doing that repeatedly, but they don't often listen...
I have two different routes for my cardi smuggling, and niether of them go through space that is very restricted.

Make sure to bring at least 3 bombers and some fighters. Otherwise, you'll be swarmed by hordes of pvp-whores in Battlecruisers, Sea Serpents with Outcast guns and more!

- Capwhores,,,(Both lawfuls, and unlawfuls)

The worst i've is someone saying in system chat without any //: "Wow, You guys are really sticking to RP"
