You do realize that Discovery is currently running this little interesting motion concerning equality. Most factions have ships they should not even have, such as the Rogues having access to a cruiser, or the Corsairs having a battleship, or heck, the Red Hessians for that matter. All depends on what kind of ships they fight. And how the factions around them act. The LR were given one of the arguably best heavy bombers ingame mainly because of the LNS, for example.
So again, it all comes down to what the other side has. Zoners, while they do not have many enemies, still need big ships because...well...everyone else has them. So if they get peeved at some corsairs, bounty hunters or get attacked by nomads, they can use big pew pew ships. And I really do not see a change any time soon.
