Was Doing routine Defense at malta when trader callsign NDG came through Alpha and refused to halt for scan and refused to ID himself. WE initiated chase due to Hostile IFF and trader Bugged out then returned again later still not Identifiying himself. We again initiated chase and he exited through Beta Jumphole. Requesting Permission to KOS trader NDG.....

Add on to Previous report. NDG has stated he has no intention of showing respect to outcasts and will continue to travel our system when asked to not return unless he is willing to ID himself and submit to scans.
