Can a pirate come up to someone and demand more than they have as an excuse to PvP them? It just happened to me.

There have been sanctions before (I think it was Project X) and it was not a pretty sight.
I would not suggest doing so, if you really need to get rid of an annoying trader, ask for their weapons. Simple enough.

The main reason I'm asking is because there's someone who's been doing this repeatedly. I've done all I can to reason with him, but he refuses to talk OoRP in private chat (apparently he's saving it all for local).

Unfortunately it happened, and is a prime example. So while it may make you uncomfortable to hear about it I'd be prepared to see it referenced now and again.

And 0.0 is a vague and rather flimsy rule. Is there a better defined rule that he's breaking?

btw, if pirate meet a miner full of ores its normal to demand ~10 millions, but if you have no money (first run for example) you can drop some of your cargo for pirate.
Of couse there is no "1005001000 millions or dai!, no money?! dai!"
