The main reason I'm asking is because there's someone who's been doing this repeatedly. I've done all I can to reason with him, but he refuses to talk OoRP in private chat (apparently he's saving it all for local).

Unfortunately it happened, and is a prime example. So while it may make you uncomfortable to hear about it I'd be prepared to see it referenced now and again.
btw, if pirate meet a miner full of ores its normal to demand ~10 millions, but if you have no money (first run for example) you can drop some of your cargo for pirate.
Of couse there is no "1005001000 millions or dai!, no money?! dai!"
