Would your country allow the military of another country to patrol a major part of your territory and allow a foreign miltary to enforce your law?
To show it more clearly: Mexican Army can patrol the lower 200k of the US along the border and would apply US Law? Would the US allow for that?
No souvereign state would, imo.
That's what makes this treaty a little weird for me.
Anyway, I like a part of all that rp, though. It's the part in which two Houses want to simply expand their influence and ignore the independent element - the GMG - in S13. The treaty - if it is not against rules, Zoi, etc - will be a direct attack against GMG interests and can be interpreted as an attempt to split up S13 between Rheinland and Kusari. This would lead to conflict. Conflict in which the development for S13 in the next patch might fit.
I see potential there, if the treaty is more than just what it seems.
I fail to see how the Republic of Kusari could come to try threatening GMG interests by taking over a part of Sigma 13...
Does it mean Kishiro would be ready to sacrifice their long and fruitful relation with the Guild? Or is the Republic mainly controlled by Samura now...?

Did Kusari allow Rheinland to enforce Rheinland laws in Honshu? Did Rheinland allow Kusari to enforce Kusari laws in Frankfurt? Did the two houses agreed to patrol Sigma 13? Does the treaty even mention Sigmas?
There is nothing more here than two houses moving further to buttbuddiesm.

Well whether Kusari and Rheinland are threatening GMG interests has no bearing on whether GMG thinks they are.
As to whether Kishiro would threaten their relationship with GMG, of course not.
But if they could remove GMG and get all the fuel themselves...
Alas that is only a possibility and a very unlikely one at that.
But still could be an interesting way to look at it.
All up this treaty can open many different avenues for RP and that has to be a good thing.
