There isn't one. Devs said they aren't adding one either.

Since there are already two "proper" Premium Scrap fields and one low-drop field, there are no plans for another field in Gallia. If one were to be placed in somewhere such as Languedoc, the price of Premium Scrap would drop significantly at nearly all of the current sell points.

The scrap field behind Southampton, New London. There is a small Premium Scrap spot inside it.

Also, is the scrap field in New London having a drop rate on par with the Texas fields?

Texas fields are indeed the best. New London however is definitely closer to Tau-44/Alpha.
