I undocked, and found the Junyo Docking Ring firing on Kishiro NPCs.

Checking the player list found nobody in Shikoku, Galileo, Kepler, or New Tokyo.

It happens due to Hogosha NPCs passing by triggering Samura alliance with Hogosha and making it shoot at Kishiro.
