There is a reason the Junkers are one of the most active and popular groups while the Xenos have had several failed attempts to cultivate a player group.

Massively overly optimistic. To add any sense of importance at all to player-driven RP on a large scale (such as what House governments might deside to do), it would have to be taken for granted that their actions would have actual consequences. This would necessitate either a massive shift in not only the rules, but the philosophy behind the rules, the development team's attitude and guidelines, or both. Even if we were to entirely change the geopolitical landscape of Discovery overnight and somehow assume that players and their roleplay would adequately adapt, I don't see those other necessary changes happening.

It seems to me you are trying to dictate RP to official factions.
Mind that me and others were/are involved in faction RP which had/have influence on the mod development.

Mostly friendships and strong teamwork.
Scrap also helps attract attention as well as their nice ships and their several PoBs that they have to maintain every day.
ZOI is just a bonus here. If you look at how other factions have been doing like CR, you will see they have a smaller ZOI but have grown quite big. It's more a question of leadership and friendships that make factions more active and stronger. It's an element that people will WANT to log in and fly together because they always have a great time together.
Problem with Xenos/Junkers isn't really in ZoI, but with people.
I mean, it's Liberty so people are a bit more trigger-happy and not really adoring fair-play. So one Xeno can't survive in Liberty unless he is sneaky and PvP always ends as a tragedy.
But about removing some ZoI's ... I wouldn't change it at all...
Playing Xenos is fine if you expect to be ganked and logging for it.
Speaking of ZOI, normally Navy or Mollies wouldn't go out of their ZOI. If you need to flash some IFF and fly faction ships around, you still can use FL ID. If you need a fully functional ship and you have RP to back that up then you can SRP it. But in general no, I can't see how that will help.
War of big faction coalitions would be ineteresting, but dev team is aiming to create more local conflicts instead of boosting large wars (GRN request about ZOI in California was denied and no any other war between the houses is happening). I don't quite agree with it, but that's the thing.
