Most IDs allow transports, which encompasses liners. However, come 4.85, it would seem that most pirate IDs won't allow liners, so you might have to rethink then.

Stat-wise, liners are great for both piracy and fending off roving lawfuls/BHS, RP-wise, one could conceive of pirates hijacking a luxury or prison liner and re-purposing it.
