What about the Outcasts/those familiar with them? Certainly someone with some cardi-expertise would recognize the fact that this is some special stuff, not something Outcasts generally carry around.

Yea, it's not just distillation. May be eventually they'll figure it out (there is timeline after all, things get discovered in time, get to be known in various ways) but at the moment they are only trying, hence the rarity of the item and seemingly unusual locations where it is found at. The item at it's current stage is a subject to wild speculations and rumors. As a character (unless said character is nomad-affiliated) that's all you might know about it, but not where it comes from.
It is what you, as an Outcast character, add to the knowledge above generic information which is provided by the infocard text.
Infocards aren't meant to answer all the questions and give absolutely comprehensive information about everything you can click on. They're too limited by the scope level, just like our characters aren't all-knowing wizards. In many cases it's general availability scope, hence the lack of details provided in them. Considering rarity and unusual nature of the item there is little information on it available around at this period of time. You know, just like systems and factions commodities too... can evolve in terms of roleplay.

I guess I just feel like an infocard for a rare or unusual item should include several rumors about the item, which are clearly listed as rumors, rather than only including one rumor and making it sound like fact. 'an easy way for Outcast smugglers to supply the drug to House inhabitants' indeed.

I don't have a certain answer to that I am afraid. See, the problem is that there are no guidelines about how such infocards are written, it is that they are in general tend to stay neutrally informative across the game, wikipedia-like. But so is wikipedia also very far from being comprehensive knowledge base, just providing basic concepts and general information. So I'd say consider item description infocards something like wikipedia topics, hence they don't contain rumors in them for most of the part as things there have to have a fact base (that is as far as "facts" go in fictional universe), not every wild assumption.
But I do have a few ideas to put in NPC rumors regarding Liquid Cardamine around, so instead of cluttering infocards it's NPCs who will provide a little more than what's generally available.
