You can have a samura ID and still be some dirt poor worker in a starflier. People wont pvpwhore you if you're under level 40, but you'll be able to be killed so it can't be seen as mechanic abuse
(k I'm pretty new too, but) seems to me the problem isn't Civilian ID: could be some desk-jockey somehow lucked into an old fighter on Corsair e-Bay or something;),
but *Guard* IFF ? That's out of whack: Guards *are* Military thus the name "Guard".
And if you're a Guard Admiral and this is your little perk you fly around when you're not running your Battleship then you should have Corsair Mil ID unless you're on some sort of diplomatic or private mission in which case use another IFF since you aren't flying as a "Guard".
I had an interesting idea for a character: basically, a Corsair civilian, flying in a Legionnaire, under level 40 with a Civilian ID and Corsair Guard IFF.
I don't see anything against it, does it seem like it's a good idea...? (And don't say No it isn't, because you relate to the'Sairs. <.<)
I've got a Civilian ID with a Liberty Rogue Guard IFF ... who says a civilian has to be Liberty, Kusari, Rheinland or Bretonia? However, a Civilian ID with Police/Military/Navy IFF would be kinda like having a Liberty Rogue ID and a Liberty Navy IFF ... they contradict each other. A Corsair civilian is just as natural as a Bretonian civilian.
