Depends on your target and his ability. If he closes directly with a close pass, the mine dropper is lethal, assuming you've dropped his shields when you pass each other.
Drop the mine a fraction of a second before you pass and he'll likely catch it. Miss-time it and if he has a CD, you could be toast if you drop early. Another issue, if you ram just as you drop the mine, you may bounce and kill yourself as well. If you both miss, beware, he may have seen it and now knows your tactic and you must get it right the next time or not use it for a bit. Don't use it every pass. You become obvious.
Don't spam mines in mass combats unless you are largely outnumbered and are going for collateral. You may end up upsetting your allies!

I use them as an actual bombing tool. I use Screamers against Gubbyboats to help dent their shield if my Paralyzer/Inferno/SNAC combo doesn't bash it in.

EDIT: Don't know the exact shield damage of the SNAC, so I'll estimate it at about 80k. Plus 10K from the Paralyzer, 7k from the Inferno, I suppose a Screamer is necessary to take out GB shields.

If you can use them strategically they can be better than guns. It all depends on the ship.

On my Wraith I rely on mines more than guns, just because of the turning ability

Inferno: 22760 shield damage. You don't really need anything else to take down a gunboat shield, refire rate is smexy.

Edit: Because I was offtopic: I'm using screamer mines on my Nephthys at the moment, and not dying when people tcd my mines is wonderful. The shield damage only is a godsend whether you're fighting caps or bombers.

Group fights are actually a great place to spam mines depending on who's fighting. If it's a BAF/KNF rumble and you're a Molly, by all means pack 70 nukes and drop them all in the furball to see what happens.
