First of all, isn't it anti-RP to attack by seeing the TAG and not the ID?
And yes, the rules are saying that...so basically any merchant who aligns him/herself to a house trading faction e.g. Interspace, Border Worlds, ALG Waste Disposal, etc. or a merchant faction is actually at "war" with the pirates and may be attacked and destroyed before being tribute demanded? That makes no sense, so every trader should get a Netral Trader ID instead of a house-specific trading corporation.
This way, either we are wrong understanding the rules or they need to be changed.
Edit1: And now also if you are in Liberty Space with a Liberty Police ID securing the area with a cruiser and a merchant with illegal items refuses to drop his cargo you cannot shoot at him/her? It's also making no sense for me... :/

I was just looking through the rules and noticed that. My rules-lawyer instincts kicked in.
Rule states that factions at war void the normal rules involving PvP.
Rule states that House factions are at war with the pirates of the same House.
So, yes, if this isn't meant to allow House pirates to attack House traders in cruisers, then the rules needs modified.
And yeah, unless the lawful in a cruiser and the smuggling trader are members of warring factions, the lawful wouldn't be allowed to attack. Again, rules need modified if this isn't what is intended. Of course, there's a Smuggler ID in the new version, so that may clear this up a little bit.
And yes, I'm looking for loopholes. But if I don't find them, someone else will, and they might be interested in exploiting them. And anyway, these aren't actually loopholes, these are things specifically allowed in the rules.
The 'war ruling' only applies to faction specific traders ... Examples, and ONLY examples here.
[KNF]Trader would be considered to be at war with [SF] and vice versa.
[T]Trader, who's other chars are in the [KNF] is not at war with [SF] and the reverse.
So [T]Pirate could be considered to be at war with the House military in question, if IDed and
tagged as that particular pirate faction.
[T]Military trader would get the same treatment from pirates of their houses, only theirs.
Everyone needs to be carrying their faction lettering, tags and IDs to be considered at 'war'.

I don't know, because rp-wise, the only thing which is valid is the ID, IMHO. The rest, you are not supposed to identify unless for the ship type, of course.

Drake: That's true on vanilla servers, since most start players with a Liberty Navy tag, but players on most Discovery servers start with LPI being the friendliest faction and often end up with a Police (i.e. LPI) tag after killing enough criminals.

Arthad: Pirate IDs (both the generic Pirate ID and those specific to factions, such as Rogues) generally list allowed capital ships as "gunboats, cruisers (limited), battleships (limited)." That means that cruisers (including destroyers and battlecruisers) and battleships (including dreadnoughts) cannot be used to pirate. Anything smaller, including gunboats, fighters, freighters or even transports (if allowed) can be used to pirate.:rtfm:
