A spoon can be abused... everything can be abused.
The Hegemon is not the problem.
It's the players that make it a problem.
So would you forbid spoons because an idiot used it to do something stupid???

The solo-miner who sits there is doing no harm. He might not be roleplaying but he is not getting in your way if you don't want to interact wth him. => no problem
Not even the powerminer is doing any harm. You may need to ignore a few /s statements that are not exactly high-quality rp, but overall: => no problem.
Neither the powerminer that hauls his ore himself => no problem.
So: no changes to the Hegemon must be made.
Mining in small miner crafts is not a good option in dangerous environments (like e.g. Dublin). You end up as the loser. Small miners work best with a Hege. The combination improves coop and teamplay. So keep it.

In any case, having the Hegemon be an essentially stationary miner solves both problems. Miners don't have to worry about a drive-by rp-less stealing of their loot, and miners can't solo mine/haul their way to awesomeness. It is what the Hegemon model does in base FL--sits at an asteroid and harvests it.
