I have looked on the wiki at the mining guide, which is reasonably outdated and found that when I go in game and start shooting rocks in the Colorado system, or any of the other 3 fields in Pennsylvania, I get nothing. Helium gets depleted incredibly quickly, so I am getting sick of that field. My question is, does anyone know which fields are actually active in Discovery? Also, which fields are safe for a poor guy in a Rhino to mine?

So the silver fields in Pennsylvania is working? From what is on the mining guide, it is disabled, but in the commodities, it is enabled...
Also, should I get out of an Idp. Miner ID? Even though it only has a 1.4x bonus, I don't have to worry about the Bretonia/Kusari war as much, so I can mine in Stokes, meaning easy hauling without hiring a hauler and less pirate risk to Kensington. I know it is very non-RP, but this is my money maker character only...

Honestly, if you want a "money-maker" character, make a trader. You'll make at least as much trading as you will mining solo, and with less risk and frustration.

The rich fields are in: Tau 23 (Niobium, Beryllium), Dublin (Gold), Omega 7 (Copper, Cobalt, Silver), Omega 11 (Diamonds) and Cambridge (Beryllium)
Scrapfield in Liberty being active is odd, considering Sugarland is reported to have a buying price of 2400 for that. It'll need to be looked into.
