You also can't stop them from seeing one of your ships, scanning the ID, and realising that it's a pirate.
A tag is not a secret or discrete method of identification.
you're right, but do you think,in real RP, that a pirate would be carrying around a little ID card that plainly states he is a pirate. this isnt even a faction, more of a union. in game its a secret. of course everyone and anyone who reads this would know of it, and i realise people would see it and react to it. i just want to make an easier way for allied pirates to get assistance from one another. a simple tag would suffice, so even if you have never seen the character to know its a pirate, seeing the tag would instantly paint it as an allie, making it easy to get assistance. instead of: oh, that looks like a pirate name, let me ask him "//hey, are you unlawful? if so, can you help me out? LN on my tail."
The best part of piracy is to hit rich fat trader and run from not-so-fat revenge of local government. Avoiding hunters makes them much more frustrated than making alliance for an open war. All legal factions are having opportunity to war openly with a loving closest neighbor.
And historically... pirate never united with another pirate. Only reason to unite is to put a dagger in other pirate's back and take all the treasure.
But, make friends and go plundering together. It's fun. And never forget to wave to all the hunters you left in a dust. Tell them something nice, like advice them to loose some weight. Or just kill them if they come unprepared.
