I wonder if certain commodities are more "suspicious" to the NPCs then others, maybe Hfuel will bait them more easily into following you? then say.. Food.

You don't really need to be carrying anything for this to happen.

It's simply a glitch in the contraband scanning scripts. Every once in a while, they'll forget to stop scanning you, in which case, you have a wing of cops following you throughout the system.

Hmmm wouldn't it be cool if before an arranged faction v faction battle.
the larger ships from both factions went around and dragged alot of npc into the battle as well? that could be an awesome way to increase the scale and therefore fun of the battle :D
