And adding to what Chopper said, it's not just the Legionnaires. I think I've gotten Pirate pilots from Centurions too. I'm not sure, since my main accomplishment that day was getting a Titan to run from my Scimitar.

I have killed a few Hogosha (as I fly all Junkers) and I am not seeing ANY now whereas before I always saw them.

I'm sick of these Kusari prisoners being lined up and then when I ask, "Who among you is a Hogosha!?" have them all chorus (with grins on their faces), "WE ARE PIRATES SIR!".

It's downright dishonorable.
