Seems fairly reasonable. Don't be afraid to take an even bigger chunk of efficiency away from the highest DPS ones, though. Might give people a reason to go for a slightly less powerful gun in exchange for higher efficiency.

Like, put Archangels at 4.2, Excals at 4.3, and so forth. Something along those lines.
