Need some clarification on docking permissions

I've been hanging out in Dundee lately, just because I have to do missions against factions that drop cruiser commanders and such to make good money.

The Bretonians seem quite nice to me. It's a pretty good system. Would have done missions for The Council in Champagne, but there's no missions there any more.
