I like the idea of batlefield obstacles, especialy if they can kill you. That said, I suck fighting in rocks, so maybe this is a bad idea for me... However I can see some very serious Mine Layer abuse, for instance, a stationary minefield just outside manhattans docking ring... This idea would be fun, but it is far to open to abuse.

Yep, the first stationary minefield will be placed outside manhattan. The second one will probably end up outside Ouray...
I think it would be a lag monster. Freelancer calculates the position of any steerable weapon constantly, so you'd be choking the server by having it calculate the unmoving position of all those mines.
No more than people shooting normally.
The mines are really only useful when people are around.
since the mines would disappear after a little time.
It think its an automatic process isnt it?
Or is that something that can be modified?
Mined "chokepoints" (if the above is true) would only
happen when someone is around those mines.

No, shots are tracked differently since they can't change course, missiles and CD's are the biggest laggers, since they are constantly changing course in reaction to the targets movement. Mines aren't as bad as missiles but are worse than guns.
It has the potential to cause lag, and to create red NPC's on you out of friendly ones.
