It's not a cloak anything kind of thing.
Nomad cloaks use nomad cloak bats, wild cloaks i believe use no bats, normal cloaks use normal cloak bats.

Indie Nomad ID'd ships use nomad batteries
K'Hara ID'd ships use the ID for fuel and don't require batteries
Wilde ships require the Power Cell to have their cloaks operate
