Hey. First of all, please fix the top navigation bar so the Server Rules pop nicely against the background and surrounding forum elements. I am proposing this change for the third time, now that I had the chance to observe three newbies trying to get around our server rules.
Simply put, yes, our rules as they are right now are very self-explanatory. But only as long as you have played Discovery.
Instead we send completely new players to read that legal document wannabe even before they install the mod. In other words, it seems that even though the rules themselves are simple and easy to read, they remain hard to understand without having been ingame and having context as to what is being described, new players seem to have problems getting their head around a good chunk, albeit not all of them.
A good example is the rules regarding metagaming and powergaming. Yes, if you are roleplayer, you know what is metagaming and godmodding. We even have description under an asterisk. But the rule is not presented within the needed context. The context of metagaming and powergaming in a chat or forum roleplay is easier to understand, but in a game environment it is different.
I propose taking the asterisk explanations to all rules and to a different level: by adding a spoiler collapsible below each rule section in order to explain their intent via ingame context.
For example:

1.7 Metagaming - Bob is an Outcast IDed player who is sitting outside of Planet Malta, his home system. Mark is smuggler who undocks from Malta in a transport full of contraband with the intent to smuggle it to Liberty. After exchanging their greetings and goodbyes, Mark sets off on his trip. Bob, after waiting for Mark to leave his scanner range, docks his Outcast IDed ship and switches to his Liberty Police IDed ship and, knowing that Mark is carrying contraband, goes to intercept the player as they enter Liberty with the intent to fine or kill them. - They are using information they have obtained in an OORP manner to their advantage over another player.
Powergaming - Bob is the leader of a influential faction and he is participating in a duel against Mark. Mark beats Bob and takes screenshots as proof. Without asking Bob, Mark then proceeds to make a roleplay post on the forums stating that he has captured the faction's leader and is threatening to execute them if his demands are not met. - They are forcing actions against another player without giving them the chance to respond, affecting and/or interfering with other characters roleplay for their own personal gain.
Then apply this sort of explanations for all rules that need them. Basically, I am saying that first time readers need a bit of information along with the rules to understand why they are there and why they are necessary in the first place.

Let me re-fraze that :
Until people start whining on Johny Walker methods of introducing game to newbies and forced him to give up teaching newbies , all those complicated rules were explained in game relatively easy .
It is now obvious that all those angels cant do 1/2 of Johny work .

I am not telling Angels do lousy job , just stating FACT that Johny was more effective alone , and that it was a big mistake ( and in-justice ) to piss on all his hard work just because he is not so good in RP AND Explaining things to newbies simultaneously !

Johny Walker is still there and helping newbies (called ''--JohnyWalker--'') - like me (with ''H-Miner''),
we're often at pennsylvania or in the helium field, to help out new guys and giving some cash for ships,
equipment - or filling up ships with our miners.
its a good idea to give an example for each rules,but then you will probably have to explain each scenario that rule can apply to because you will have to deal with a group of people that may think the rule will only apply to that specific scenario
People want to believe that God has a plan for them.
They don't wanna believe that anyone else does..
