The restriction on Whales+Zoner ID is just for Sovereign House Systems, you can dock in other systems (i.e. you can dock on yellow and red systems in that list)

Anyway, there is now a module on the server that prevents your whale to dock in forbidden places.

Kansas should really be classified as an Independent despite the name, much like Inverness was once considered a Bretonian system.

Kepler and Galileo are most definitely house controlled independents, not outer.

I think a much better system would be to just go by their geographical positioning. North/Southwestern/Southeastern independent worlds.
