Yup, absolutley 100% certain. Because I bought it there only yesterday for one of my characters. Its the base that a lot of people go to when setting up a xeno in order to buy the civvy bomber etc, I know it sells nukes and mk8 armour.
Black widows would only really be applicable if you're flying as a xeno. I do run the Xeno faction, the XA- so if you have any questions about that you are more than welcome to ask.
Krakens are an outcast weapon, so if you want to use these gun I would suggest making an outcast character. Generally, it's best that you use the guns which the NPC faction you've chosen to fly as use.
So an outcast would use outcast guns. A zoner would use zoner guns. Xeno would only ever use xeno guns (they are extremely nationalistsic, and xenophobic, so would frown on using anyone else's kit) and so on.
I suggest that you perhaps apply to join a player faction who are affiliated with a group you're interested in. Learn the roleplay for the faction and let them help you develop a roleplay background for your character.
Well, my fighter has no allegience. I plan on using him as an explorer. So technically, I could come across these guns on my journeys. Having destroyed ships carrying them, or making contacts over my time.

To top it off you'd ave to be able to dock on a xeno base. Sorting the rep for that is rather tricky if you want to dock anywhere else.
Lawful forces anywhere in sirius would consider you a threat for using them, which would put you at risk, and make it highly unlikely they would employ you...
The outcasts certainly wouldn't like you as the xenos bitterly fight the cardamine trade in liberty.
The corsairs would regard you with suspicion, but wouldn't be overly fussed.
None of the liberty criminals (aside from the xenos themselves) would want to have anything to do with you... Xenos are probably the most universally hated group in sirius, with the exception of the nomads and phantoms.
Using xeno guns probably isn't in your best interest.
You'll run into similar problems using outcast guns as well, except with different groups. No lawful will like you, and any corsair alligned or allied criminals will spit in your general direction as well, if not shoot you on sight for using the hated krakens, and bounty hunters will most likely shoot you for them as well.
If you are looking for weapons that are generally well suited for everyone, stick with Civilian guns.
Maybe 4 Heavy Flashpoints, 2 Imp. Debs, and a torp? Or a Cruise Disruptor? Heck, i think the Raven's Talon has 4 level 10 slots, so you could mount a pair or four Codenames on there, for the added damage. But anyways, your best bet would be more Hullbusters than Shieldbusters.
If you plan on being neutral, just use neutral guns.
The "I stole it" approach does not cut it here. I know, you did work for them and got paid in "tech", but at its core, it is still the "i stole it" excuse.
1: GoldenBlade is found in Our Home system of The Benitez Family, may i jsut state if i notice you in there and looting that wreck i will pulverise you with everything we have, and that may even be Battleships, as the location of the Wreck is a RPing Area not a civillian CODE Depot.
2: Fury 5's are now found on ALL Zoner Bases, not just the Guard systems.
It says so on FLStat, and i have seen them for sale in Theta on FP9.
