Well, right now it's not even possible, since the rules say all Gallic ships and all Gallic weaponry has to stay in Gallia, period.

On the contrary, the council and their allies can't afford to send ships out to Sirius. They need to keep all their resources at home to fight the war, but, the breaking of the borders is to allow freelancers to come to their help.
Gallia is just another house, and should be treated in the same fashion as the other houses. However, the lawful part of the house is "at war" with the remainder of the houses.
Certain factions that exist in the other houses are accepted by the lawful bases (Junkers), and entities allied with the Council will be willing to interact with the outside world (although, how they are accepted is debatable).
"Generic" IDs also should be crossing the border (although, the only generic IDs I really like are Freelancer and Mercenary).
To add new systems/gear/factions and then say "no, they cannot interact with the previously established systems/gear/factions" seems counterproductive. As Drake said, if it is supposed to exist within it's own little "bubble", why link it to the main server at all?

Cause they simply can't do anything. Trading inside Gallia is not very profitable (just like all in-house trading) and you get the problem that gallia is "split" by the countil controlled system. So basically they have 2 systems to be in.
Now they can't even trade with the outside = "smuggling" past council?

The lawful part of Gallia is not currently at war with Sirius, they have to take out the council first. Right now they just dont want anyone going to or from Sirius because they want all the civilians to think the rest of Sirius is evil so they can go to war with them.

Council ships should not be stopping traders unless the are carrying goods that support the GRN or Gallic police. Now I bet this is still happening a lot but It simply should not be. In fact council ships should be encouraging Gallic traders to trade with the rest of Sirius.

As far as I know and I'm saying this from the ID infocard, council ships can only demand contraband from anyone. Now, the maquis is a different story...
Keep in mind I haven't read all the posts yet, but Personally I think that GRN will defeat the council at the borders then plan to take revenge on the Alliance aka Liberty, Bretonia, Kusari and Rhienlend( and maybe Hispania if their considered a house or even part of the Alliance anymore).

Some pretty interesting viewpoints. My feeling is with those who believe Gallia is just another house. If they want isolation then may it find it's own server.
I have ventured into Gallia, charting much of it and it is quite the pretty place to be......and hostile. I made conversation with a couple of folks from within and found them to be nervous of outsiders but willing to listen. If Galics want to venture outside of Gallia then what's the big deal?
I think it's a mistake if they want to isolate themselves anyway. They have needs not within Gallia that others can provide. Granted, maybe they won't want just everyone and anyone delivering it but, as I mentioned before, I made some good diplomatic conversation with a couple of the Galics and have begun running some freight. I just stick to business and don't poke around too much. Should a Galic venture outside of Galia then I suggest if people want good treatment in their house that they treat them well in their own.
