[Equipment] RUPTURERs and SHATTERERs are techlocked in strange ways

Bug: RUPTURERs and SHATTERERs are being techlocked away from Freelancers and the generic Pirate ID for some reason unknown to God, leading me to wonder if this is either a bug or a feature

Reproduction Steps:

• Step 1: Painstakingly farm RUPTURERs for hours
  
  
• Step 2: Enter Conn to equip it to your Freelancer character thinking that you can have fun in this game and that it's going to work normally like literally every other code in the game
  
  
• Step 3: Notice the 10% powercore nerf and squint your eyes over darkstat for answers
