Any gunship in NY is likely to cause an 'oh, no, not another one' sorta reaction amongst the lawfuls there. Tridentes in particular. Have you tried flying around Liberty in something other than a gunship?
As for the person you named: I've seen him sit out of fights before when the pirates are already outnumbered. Did you talk to him first before you posted this?
