Even with only one... It's a Screamer Mine... Except a CD. 20k shield damage is a huge amount. Screamers already allow LFs to completely drop transport shields on their own, but a CD which does that much damage is absurd.
Only if we remove all of the other faster CDs from the game, triple Transport shields and give them all Gunboat turrets with a Light Cruiser powercore.

Would be a nice alternative CD. 20k was a bit too much. Since no one would use it to purely rely for shield drops when you have the Stronger and Faster? Paralyzer missile and Screamer Mines.
In my opinion Cruise Disruptors are not meant for the damage. They are meant simply to drop people out of Cruise mode so you can have your way with them once you catch up. Simply because they have damage, and not much normally, is just an added plus.
Cruise Disruptors and the range between the different flavors of them should primarily be based from weakest to strongest on the scales of how wide spread the CD effect is, meaning it would effect one ship or maybe a tight group of ships if they were close enough. Other things it should be based on weakest to strongest should be it's speed, turn rate, and range.
I'd like to see everything from the vanilla CDs to uber CDs that fly 500 m/s and have an effective range of 5k to 10k.
If you are worried about reality of it or realism, it's not hard to believe when we have missiles that can fly around the world, which is a journey longer than any 5 or 10 kilometers. Remember this is in space too, no gravity and once you have pushed something to a specific speed it doesn't require much to keep it on that speed and only minor thruster movements to change it's trajectory so fuel is not specifically something to moan about over the range issue. Especially when you have fighters carrying 200 or so mines, missiles, and torpedoes. In reality they would never fit that many anywhere on their ship.
