Nothing quirks me more than allowing an Order capital ship to stroll across Liberty. When there are multiple Liberty capital ships following it there can be a lot of confusion and a breakdown in communications when somebody tries to pull rank to say that the vessel is not to be engaged (because it wasn't hostile, it was returning from Connecticut). A few individuals may be able to pull it off but not an entire fleet of independent capital ships, especially not in Liberty of all places.
It would make sense to remove the hole altogether and have commands that can change the base at which the player is docked at. As long as the player file is either locked during or reinstated after, it cannot be abused.
Thats exactly what I was thinking, or make a sole pvp system with the /restart command, and once theyre in the pvp "system" FL hook would be disabled for that character.
an RP way of looking at it, in the mean time, would be "I'm off to fight in the arena agains "so and so", wish me luck!" and then all the liberty folks can tell the order passer-by "BOOOOOO! DIE IN THE ARENA! BOOOOO!" =P
