I thought you could kill same ID holders if they were acting outside of vanilla RP.
A Hessian defending a Corsair could be court martialled and an order of execution placed upon him - for example.

That was my impression...

you may attack the same ID'd player as you if:

A - you are part of an official faction
B - roleplay leads up to the moment where an attack is justified
C - the target is in breach of faction rules. IE; Outcasts entering Omnicrons desginated as Nomad space/Players "looting" the graves around the omnicron 90 JH

3. Liberty and Bretonia is fair game if you feel like you want to be shot by the Liberty Rogues for trying to stal their "turf", of BAF for being a pirate in Bretonia...

I guess you mean pirating in Liberty and Bretonia. Otherwise I don't think LR or BAF will shoot you on sight..
