That's a bit of a stretch. I'm going to go out on a limb and disagree with you. I don't think any admin would sanction someone for pirating in a Hegemon.
That's like sanctioning the GRP for pirating in Gallic civy ships. While we may not be using the ships for the purpose which they were built, being defensive ships for Gallic civilians, we can still use them. As they're both readily available to us, and the rule which you've stated doesn't actually cover what you've said.
Whether or not it's a civilian 'mining ship' is irrelevant. It's considered open use, and it's on the open market.
Maybe you RP a miner who became a pirate? His conduct and reputation would both reflect that, were he to use a Pirate ID, or any ID which can pirate.
