And yes, it is sad that only one side would feel consequences. Imagine if shut down lanes in Bretonia to show our point. No? Exactly.
Actually the wiki says that IC turned the control over lanes to house governments in 523 AS.
The point is that Bretonia which is suffering from war with Kusari decided to shoot a long-term supplier of lane technology, light arms, superconductors and whatnot. But is not a problem because Bretonia with a war screwed economy can just simply call the IND with "we are willing to meet whatever terms the IND will set for the delivery of enough parts to supply us for the next five years." for technology that may not work for them.
Why the IND was contacted the first is quite obvious.
IC and Ageira were involved in funding and construction of tradelanes in all four houses, but the house governments own the rights to their property once they're finished.
It's like saying a bank owns your car because it loaned money for you to buy it.
