I beg to disagree. Death by a thousand cuts athankyou. Sometimes more, but it's a fun way to win a fight without destroying someone. You'l be surprised as to how many people actually surrender.

Because it hasn't been specifically called out yet:

The Arrow counts as Civilian (Sirius-Wide). Xenos have a green cell to that column. Therefore, Xenos can use it without needing to ask anyone.
