Think about this. Someone's chasing you, you ekill, flip around and you CD him (you've now 'attacked' him)
He engages cruise again, catches up to you, and fires.
OMGsorz he's 'technically' reengaged you >.>
But I really don't think any admins will even consider this as sanctionable.

this question had been cleared some time ago - you are allowed to turn around, E-kill and CD a chasing player.
however, you only gain a direct advantage from it if you instantly re-engage your cruise, too ( just outside his CD range ) - since you loose speed while you re E-killed and once you re-engage the cruise, you drop down to travelling speed yourself... that manouver isn t too helpful in a lot of cases.
it works OK against bigger ships and/or in certain systems.
in any way - there is never a re-engagement, cause the fight has never ended. - once the winning player decides to chase after the retreating player, the fight has continued without any break. - if the winner does decide not to chase - then the retreating player has to leave the system.
if you fight against more than one opponent and one decides to chase - while the other decides to stay......you are still fighting. - cause the group of 2 counts as 1 enemy - and as long as one member of a group continues the fight, you are not out-of-combat.
mind, that means that the other person can basicly take a tradelane to cut your escape without re-engaging himself ( since the other groupmember is activly chasing you - the fight has never ended )
it becomes more complicated even if players add to the combat. - like a police asking for assistance. there is no limit about players "joining" the fight - as long as one of the players is activly on you, they can engage you at any time.
so, - if you started fighting 1 person - and a second person joins your enemy. - you can cruise ... turn and CD him, thats no problem. - but one of the enemies can still activly chase you down, while the other one can for example either organize others to cut your escape or take a shortcut himself via a lane.
only if no one is within your combat range anymore ( dunno what was consented to be the active combat range ... something like 6k or so ) - only then you are retreated successfully and you should not really turn around and CD anyone - even if someone else starts to chase you. - in that case you must wait for them to attack, which includes CDs.
so, if they let you go - you must leave the system. if you re attacked by another player during your flight out of the system, - you can only defend yourself, even if its a different player. ( defend in terms of shield drain 50%+ ) - cause in terms of the rules, you are considered to be dead in that particular system. ( the retreat rules only differ in the parts about re-engaging the enemy in a different system.
but i think a retreating player ( same as a player that docked while being beaten up ) - may ask for a safe passage out of the system. and the enemies should let him go. - thats the point where the original attacker that made the player retreat "should" initiate communications to any other potential attacker that might try to attack the retreating player during his retreat..... retreating lasts untill the player leaves the system, no matter how many different players attack him meanwhile.
What about firing guns when in Cruise Ekill? Had a Rheinland Cruiser (in Alpha >.<) running away from me and another bomber. He made it to Cruise, and then Ekilled and blew up my partner.

but according to the rules you started "chasing" him when you engaged cruise also... so
1. You can e-kill and waste him... (well doesn't work instantly against a cruiser I know)
2. He can e-kill and waste you... but if he kills just one of you... he must still continue and leave the system after he did it. Since he already started cruise first.
