Give it a little time, I've plenty of rule violations in the que at the moment myself. With the recent influx of persons from other servers there's been a surge of various violations of one kind of another such as re-engaging, mashing the 'ol f1 mid fight and, of course, banstick violations such as the one you captured there (bear in mind that I'm not declaring that all persons from dimension X are louts, so much as some of them might be visiting for a simple lark and not be overly worried with the long term implications of negative behavior, or simply may have neglected to familiarize themselves with the local rules of the road and committed an inadvertent foux pas).
One day you'll come abouts in your slippers, drinking coffee and munching a croissant to find one of Hoodlum's dry witted savaging of a number of rule violators.
On the note of the original post, I've found that reporting persons for having horrid reps (in the case of rogue vessels strolling casual as you can please up to my transport sitting atop the Missouri demanding credits) can result in their reputation being hand adjusted by the admins down the road atop small complications such loss of credits and such for "bribes'.
But while it's rather easy to survive a taxation attempt when you're sitting adjacent to a dockable structure, I wouldn't be adverse to planets and stations having their defensive capabilities upgraded. It's no party flying around Manhattan orbit in a fighter when three battleship NPC groups spawn on top of you, but on that same token there are many stationary structures that one may happily shrug off without fear of reprisal. Be them pirate or lawful bases.
I would expect West Point to be able to provide the kind of firepower that might beat back anything with a little more spine than a starflier, likewise for annoying chaps who loiter about Buffalo (you all know I really mean Ouray) and the like looking for a happy undock kill.
Where are these "Rules" of piracy that people keep talking about?
I've looked in the rules but I can't find any thing like all the
hidden things that people are talking about.

Carrying unmounted IDs in your ship, as well as not equipping an ID, is a serious crime.
Instead lots of people are rule lawyering ingame instead of applying the common sense "rules" of being a pirate.
And i might add they are missing out on enjoying the game to the fullest.

In my case i wasn't chased. The Planet Leeds one a pirate was sitting outside the docking rings when i got near the docking rings he did the tax speach, The Stokes one i undocked from Stokes and then got the tax speach(i was still sitting right next to stokes as i never had any chance to move my ship away from the station). In my case its got nothing to do with being chased but being taxed right outside bases/planets. If it was people chasing me to a planet or whatever i wouldn't have posted.

Err kinda obvious, to see if its OORP according to the majority for a pirate to tax outside a base/planet people who they haven't chased to that planet/base. Excessive OORP is ment to be against the server rules, thus posted in this part of the forum.

As far as I'm concerned my friend it isn't a sanctionable violation. If every similar oorp behaviour would be sanctioned, in my outlook 1/5 of all players would end banned/sanctioned...sad but true

So what your saying is a single Pirate can sit outside manhatten and pirate traders and thats perfectly fine RP dispite the fact that 1 single pirate would be compleatly wasted by the defences if freelancer was actualy a realistic game(As in if the NPC's and bases could do more than a fireworks show on your shields)? I don't think its Sanctionable by its self. But if its OORP and the player does other OORP things which add upto an amount thats Excessive then id think it would be Sanctionable.
It would be incredibly hard for one single pirate to tax outside Manhatten if he has the correct rep anyway. The Battleships that spawn there do a lot of damage not to mention how fast all the lawful players would start hunting him down. Almost everytime I even try to even pass through New York ussually ends in my destruction from the sheer number of player ships that attack.
A group of pirates maybe but it would be silly to tax there as the traders could probably dock to safety before paying anyway and why risk accidently hitting a starflyer.
