Their id don't state that they can't protect pirates. It could be just RP, but as was said, it will have RP consequences.

Their ID also doesn't state that they can't engage any ship at will, but obviously they can't.

And they can protect pirates, pirates that are allied, like Rogues, and in the process of trading.
The way I understand it though, they can't shoot Navy or Hunters that attack said Rogue.

Eh, I don't know about this. I just posted my interpretation of what the ID states they can do.
