No. Pirates generaly ask for say 2 million, cargo is worth say 4 million. Thats at the very least a 2 million profit. So no you arn't doing your "Job" of defending Kusari from the evil forren traders when they will still be making money. If you destroyed the cargo on the other hand, then that would stop traders as if they know they can't get cargo past you then they are less likley to try(Meaning you win).

In most Sci-Fi pirates have a vessel which can carry whatever the ship there raiding is carrying. Pirates should hunt with eather a ship that can hold a decent amount or group up and have one pirate in a transport ship.

RM doesn't seem to be on loads. At least not when im on my Hessian.

Yes its a game. But we are playing on a RolePlay server, which means that people should be roleplaying characters in a realistic mannor. Its easy to make the game fit closer to how a Real Life freelancer world would be like, asking for cargo... not hard.

All cargo is allowable in a demand. Nothing stopping any pirate from asking for all of a traders cargo, its upto the pirate if he wants to tractor it in or destroy it. Its perfectly within RP to ask for the lot.
