Bethesda claims it learned from the mistakes of Oblivion and has put a lot of Morrowind-type features back in. I know levelling has been done away with in most parts of the game. Random encounters in non-special areas of wilderness I imagine will be levelled. Even Morrowind had some levelling. There is some releases around the internet detailing a lot of their major changes from Oblivion.
I'm going to buy it regardless, as I've owned the two prior Elder Scrolls, and would've had Dagger and Arena had I discovered them before Morrowind. I've started my collection.
