The prospect of continued Hogosha attacks on GMG/Kishiro installations depends entirely on how far the Hogosha would be willing to push Kishiro, and how much Kishiro would use their influence in government to act against the Hogosha.
In terms of the lore concerning Samura/GMG hostility - that was always covert. Neither side publicly blamed the other - it was all very polite, as is the Kusari way. GMG's 'bad situation' was being placed under an onerous tax burden by Kusari, as well as the whittling down of KSP patrols on the Honshu border.
Besides - the lore indicates that a most of the Hogosha who infiltrated the government are now in jail. So unless they are planning on running the organisation from their cells - we can expect to see fresh leadership, and possibly a fresh approach.
Do you consider the GMG and Kishiro to be one and the same? Because it certainly seems so.

The real issue is with the GMG, who will hate the Hogosha no matter what, doesnt matter if they try to cuddle up to them or not. The Hogosha dont really attack Kishiro all that much, generally that is more a thing for the FA. The GMG, who own Okinawa? That is a different question, and probably the more important one.
Actually, the real issue is Kishiro, and GMG has absolutely nothing to do with this, and will continue to have nothing to do with these changes, regardless how much you attempt to bring them into it. I'm trying to make Hogosha's roleplay and lore conform to what the players think it should be, in regards to their relationship with Kishiro. That relationship directly affects their operations in Okinawa. If Hogosha aren't interested in remaining openly hostile to Kishiro, than they should not be openly attacking Isehara. As such, the lore in Oki might need adjusting.
Also Zelot, Hogosha do attack Kishiro in Okinawa. Hence this entire topic. By what you said, you seem to agree with me in that the Hogosha continuing to be openly hostile against Kishiro in Okinawa would be contrary to their new lore.
In regards to Slart's post I'd like to clarify that, though I said I could see Hogosha buddying up to Kishiro, I do feel it more likely that they try to play both sides of the fence;

As I feel they wouldn't go away from Samura completely, especially considering their new operations in Nagano.

The real issue goes beyond the GMG, and into foreign relations generally.
Before the change of government, the GMG would never have complained about the actions of the Hogosha - knowing that the old Kusari regime wouldnt give a toss.
Now its not just the GMG - potentially every foreign government might start complaining to the new Kusari government about Hogosha piracy in their space.
Really they shouldn't though. Its like when a Russian Mafia or Yakuza Gang gets busted in a foreign country. That country does not declare war on Russia/Japan - nor do those countries of origin have sanctions applied against them.
It is treated as a local matter. So if anything I would say the Hogosha need to spread their wings, forge some new alliances and become 'local matters' in other Houses, as well as harassing the GMG.

GMG has nothing to do with it. This is about Kishiro and Hogosha. No one else, so stop trying to derail it.
I don't think anything has to be changed, any Hogosha commiting crimes (Based on the Kusari legal Codex) should be treated as a Criminal.
I don't think that the Hogosha faction should be treated as a coorporation or a police/military force.
I'd consider Hogoshas as independents from eachother, or groups, but the action of 1 hogosha shouldn't and mustn't reprensent the actions of the entire NPC faction.
If Kishiro and GMG want to be 1 faction, allies or husband and wife, shouldn't affect the way Hogosha players are treated.
I think Hogosha should be allowed to choose what they do, if they want to continue attacking kishiro/gmg, they should be able to, but should be punished.
That said, why would they? They were helping samura cos samura were the most powerful kiretsu, now kishiro is the most powerful, wouldnt they try to smarm up to kishiro?
