Seems I've misunderstood it, you set the rep of the base, not if each IFF can land.
A problem I've encountered is that if the base is neutral to an attacking ship, the base does not set itself to hostile. I have not tried this against a base with platforms to defend itself, but I suspect that they will not fire on attackers.

It affects all 3 turrets, however due to the higher top rate of fire on the lower range turrets, the effect is most noticable on those.

Confirmed, NPC's set off the shield and another problem. Base Defensemode 1 (Hostile to all not on the green list) doesn't work. Ships not on the access list are treated as white, and even shooting the base does not activate platforms.
