I thought Hades made it very clear in the thread (in his childish, one-sided way) that the submitted work had none of my work in it.
We won't talk too much about how I offered all of my wip files (in which most of the work had already been done) to the rest of the team after I said I had no interest in the project anymore.
Regardless, is the Ship Submissions subforum not only for completed submissions, not concept art?
I don't mind folk getting input on concepts before expending the effort to create a full model.

Adding the RMBC would leave Bretonia with only 3 Capital ships, which is to me complete unballance.The concept itself is good, but making it a transport ( as other already mentioned ) would be good.This model could also be used as a replace for Collosus ( That Rheinland-ish train )

This is a terrible argument and I'll explain why. Adding a new ship to any shipline does not "leave X shipline with Y ships". It is not the fault of the original shipline that X has less ships in it. You should not prevent the addition of new ships based on the fact that another shipline is incomplete.
If you feel a shipline is incomplete contract/hire/model new ships yourself to fill the slots. In fact I'm fairly certain that complaints of "Y shipline has ships and X shipline doesn't go model X shipline" are actually against the rules of this subsection.
As for a RMBC my input remains the same the last time one, fully modeled ready to go, RMBC was attempted to be added to the mod. Diversity and variety does not equate imbalance. Does the RMBC have a slot in the Rheinland Line? Perhaps not. But that doesn't mean the Rheinland line is complete.
If anything Rheinland needs a Light Cruiser to complete its line. Which a scaled down version of the prior RMBC would probably have fit nicely in retrospect.
If we are to follow your model then this is what each shipline should have. Meaning at the very least each shipline should contain one of each.

Light Cruiser
Heavy Cruiser
Light Battleship
Heavy Battleship
And possibly a Medium Battleship due to Kusari.
Liberty Gunboat (Medium Gunboat)
LSC (Light Cruiser)
LABC (Heavy Cruiser)
Liberty Dreadnought (Light Battleship)
Liberty Carrier (Dreadnaught)
Gallic Gunboat (Heavy GB)
Obsitinate (Heavy Cruiser)
Valor (Dreadnaught)
tl; dr
Just because one shipline is more incomplete doesn't mean another shipline should be denied completion; The Rheinland line is incomplete but it doesn't lack a heavy cruiser it lacks a light one.
I'm always a proponent of variety in shiplines, the current design proposed here looks more akin to a heavy freighter than a cruiser, not a terrible design and does match the vanilla style.
