About the Civilians, I meant when you colonize a new Planet, I don't think that the Military is habiting it, the civilians go there and build up their lifes as in Houses and other stuff.

Battle transports are (ostensibly) for delivering cargo through hostile areas, past hostile forces.
We do need a cruiser and I think the Fearless fits the role nicely. Do we need a Btrans? Meh. Apart from supplying the couple of our bases that are way out in the deep Omicrons, we generally don't have a need to get supplies through hostile areas. At least, not at this time.
Anyway I think the Fearless is about 2x the size of a Btrans.
I like that model that was recently linked though.

Civilians dwell there, but the government owns the place, the one under those civilians belong to. And the military belongs under the government as well.

Btranses are not only capable to get through hostile space with ease, but through dangerous space in general (danger in this case doesn't have to be an other, hostile party). And space past the edge of civilized regions is kinda like that.
Also, may I ask for what do you need a cruiser more than a battletransport?
From my standing point, Civilian could have cruisers, as long as the ships ensure serious limitations. However, this would seem very out of place, cause I was thinking limiting it to only able to accommodate Heavy Armor Upgrade Mk II, which takes 120, meaning the ships could only go as high as 149 for cargo capacity or do a flat 150. Like before, most civilian ships are suppose to be less advance to military craft. this would put the player in a position in where they have to choose possibly continuing their cargo runs or help defend other cargo ships from pirates. Although that seems silly to have a cruiser of that cargo size, it's not that out of place logically, unless there is a way to make a code to limit what equipment a ship can have.
Yes, civilians can obviously afford cruisers, since, you know, everyone just 'happens' to be multi-millionares, you know, this all works out 'great' with RP economies. "Hello, I take random jobs for people, and I can afford a cruiser easy, no sweat"
said almost no freelancer within RP. Ever. Very few circumstances would bring this kind of cash to be offhand

If you have no need to get supplies through hostile areas, then why do you need a destroyer (designed to move and protect friendly vessels through hostile areas)?
