Aren't all scanners capped to 14k? Or am I just out-of-date...

Also, what if I happen to have 4 Spyglass Scanner, but no caps to put them on. Did I waste 1 billion then?

You're out-of-date, Narcotic. There's a new plugin up as of I think Update 5 that changed things.

I'm with the idea to restrict the BS scanners to Battleships/cruiser AS LONG AS there is an equally expensive and less powerful miniature version of it for snubs.

By the way Govedo13 also has a point. Pirating on the lanes the old school way is now very unsuccessful. I could hop out of the lanes in 90% of the time even with 15K range. With 25K range even a monkey could hop out in time. The only way to counter this is cloaks and good planning. Or you are limited to pirating at gates.
This certainly is an issue. Implementing another kind of cloak someone mentioned (I think sindroms) that runs on little fuel but only hides you from scanners would answer this Issue. And I said implementing a new one not replacing the current one.
Either way. Many hours of brainstorming or programming will be needed to resolve it.

What's to stop traders using it to bypass pirates on the lane? We're already limited to shooting the lane when we see a trader due to the lane bug and countless NPC spawns.

Regarding your other point, this has nothing to do with traders using a spyglass/BS scanner, like I said, after hundreds of encounters using a Spyglass myself, I've only ever seen one trader jump out of lane at more than 15k, and I know the guy, he uses a 25K scanner.

There are simply less people trading along with a low player count most of the day.

The biggest tool to a trader for pirate avoidance, is the player list, as soon as they see LR- or LH~ tags, they fly 15/16K above or below the plane. Thanks to my 25K scanner I've caught a few of these already. Wink

To be honest, the 25k scanner is not the real problem why lane piracy is broken.
It is broken by a combination of "buffed transport speed, therefore less pewing time and the lane-bug". If you want to pirate, gate piracy it is. It works against scanners, lanes bug and gives you enough time.

Hatte pirating does not work either. First the gate cannons are too buffed to pirate with big ships also the smaller ships take too much damage from the random npc.

I don't have a spyglass/bs scanner on any of my ships (because I'm poor).

Anyway, I dunno if this is true or not, But I've gotten the impression that scanner also affects certain draw distances. I had a Heggy with a 4k scanner and I couldn't see a ship until it popped up right in front of me, out of nowhere.
