Let's not attempt to dangle a tattered veil of realism over the mod and just have fun with what we've got, the mod itself will be dead in a few years whether you like it or not, so let's just have fun and stop quibbling over who can support capital ships. Or is being "realistic" in an ancient videogame more important?
Somewhere in this video, maybe halfway through, Sizer (lead developer of FToW) talks about how not only will capships in his mod be very limited (a few per faction, fewer factions, a limited amount for non-affiliated civilians), but even NPC capship spawns will be extremely rare and will only occur when the faction leaders "build" them-- i.e. NPC capship patrols will be under the control of faction leaders.
Near the end of the video when they're at the shipyards, they also talk about capships being constructed by factions at the shipyards and how the partially constructed ship will be visible and vulnerable to attack.
Even these developers (who are soon to release a new mod) predict that Freelancer will be gone in a few years (as a gaming community, replaced by Star Citizen), but they are also showing that an increased amount of realism regarding capships and their use is indeed possible and doesn't break the Freelancer engine.

LOL what? i dont even know how to reply to this. If Freelancer did "die" i think someone or myself would just try to buy the source code from Microsoft and make this game even better! yes its outdated but we do with what we got and we do it well! I have never played a better game than Freelancer even with all the changes since i first played about 6 years ago. I would almost be willing to get the Devs together myself and Invest in the development of a Freelancer that can host millions of people. But like i said Microsoft needs to be willing to give up that code and the rights before any of that happens. I am not even sure if anyone has taken steps or even tried to acquire the rights. Dont even reply to this talking about money because that can be found trust me.
How about a statement that focuses on gameplay instead of realism:
Snub combat sucks pretty much (too small ships, too fast movements, bots/bats draining, no winners, easy idiocy moves), whereas cap combat actually is fun.
Therefore all factions should keep them.
They are fun to fly.
And - seriously - you are really looking for REALISM in Disco? Really?
That's the philosophy with which the dev team should be maintaining this mod, so far it's only been a matter of how 'real' something sounds - which usually ends up being so much less fun.
Bombers are higher tech than battleships are - with infinite mini-mortars. No factions except for the Nomads and House Intelligence factions should have them.

From a realism point of view, its easier, more efficient, and makes more sense to build large spaceships with much more than 1 person on board than 1-seater "fighters". 1-seater fighters makes no sense at all, because drones, AI, and remote-control.

Imo, we should look for attractive gameplay.
a) This is your personal opinion, and there's quite some players that enjoy the snubfights over the capfights, to who the snubfights are a lot more -fun- as to you, or as you even might consider being worth to be accounted for in your equation.
b) Not all factions do need captial ship warships. If you wish to play, and have your personal fun with that, a capital ship, then create a character and RP within a faction that actually will still have access to capital class warships.
c) For the snubpeople, which you seem to forget, it is a pain to encounter everywhere and anywhere everyone in their capital class warships, most of the time. There's still enough snubfighters around to compensate for that, yet it's still a vast difference if another snub or a capital class ship join into a fights.
