well... whats the use for that? people would still acumulate in New York. Plus, I wont need to mention all the confusion there would be... how youd explain this, a paralel world rply?
Well, we've also a large number of factions currently basing out of New York as well.
SA/LSF/LPI/LR/DPL/LH/HF/XA with a plethora of unnofficial groups and indies. Plus the 'open' contracts on unlawfuls in the area causes groups such as the [M] JG and so on to hover about. Then you have every smuggler in the land hauling arse through the area with holds full of cardi and artifacts.
I mean, half the server is generally in Liberty because the place -is- populated to heck and back.
I'm in two of the above mentioned factions, so I can't claim to be an innocent party... But people generally tend to gravitate to the more densely regions of space.
What can you do about it?
Er, well. Move out? Not really a satisfying answer, but the best one I have and it's worked for me.
One solution is to make the starting point not only in a new system, but a new chain of systems.
Say something like the omicrons, but instead of being filled with nomads, it is filled with easy newbie stuff.
Other thing could be to just say who cares about the easy stuff. Frankly you can run from any npc with the z key, just make Liberty as hard as everywhere else and tell people to run when they see enemies they cannot defeat.
Another way is to create one system with a starting base and bribes for a faction so that the person can choose which faction or rp he wants to be, pick up his id, then undock and take a one way jumpgate to the area he belongs. This would make people be able to fix thier rep with their faction quickly, make a starting system no one can go back to, and instantly spread out the population, since their reps would already be set up.
Or the really easy way is to get the pirates to keep invading manhatten over and over and over again, and allow the liberty factions to only use light fighters so they don't have a chance of beating Outcast Cap Ships. It really wouldn't be fair to the Liberty factions, but it would keep people from sitting around manhatten.

Then we would have all the PvP whore in New-York, it would be even more populated as every indies would come with any reason to fight some Outcast or some lawful... wait, thats exactly what is happening right now.

I like that idea, fixing rep is something very annoying. We could do that in NY as well and you couldn't give bribe to some faction like Zoners or some faction would cost a lot more...

Is there really anything that we can do within RP rules to solve this besides bring down the ban hammer? I, personally, run from New York like from a man with Leprosy, so I really can't talk to deeply on how bad it is there, but last time I tried to start a new character I disconnected there were so many people outside Manhattan. I was fine everywhere else in Sirius, but I dc'd in Manhattan....
I say we just sanction them until they realize that this server is filled with hardcore RPers, and if they want to RP, then they should do it, and if they want to partake in PvP, then go to that server. I say we all just bring down the ban hammer! Make Chooper's avatar a reality! Ban them! Ban them all! :rtfm:

I once thought of a draconian but useful solution. Write a small line of coding that autoinitiates ".kill" on anyone who enters "OOC" or "//" into system chat. It'll teach people not to do it while not taking up admin time sanctioning or killing people.
