The mining ship would be perfect. Make the mining gun a class 1 gun and put a slot on the nose of the ship, and include the gun with the ship purchase. Keeping it at class 1 would prevent people from being tempted to equip a gunboat's forward gun on the ship.

I like the wide area mineing tool (not weapon). It should be nerfed to do enough damage to bust open rocks thats it. Not end up as super flack. Let it be known certain Harvesters will trade for large amounts of raw materials if your not a Zoner. If your a Zoner we'll take the materials and you for free.:nyam:
The main issue I see with such a weapon is, first off, it'll piss off NPCs. Second, it'll probably end up being used to shoot down missiles and mines. If it can be made workable, that'd certainly be interesting though.

Yup, in most respects it would have all of those side effects of a train CD.
1) How to restrict it to a mining vessel?
Well, I suppose there are some different schools of thought on that. What comes most readily to me is to make it a class seven gun with very high energy costs, which will keep it out of the hands of most gunships that I'm aware of. Transports don't make use of their available powerplant as it is, so this wouldn't cause any change in the overall tactical power of the mining ship.
For those whould be concerned that someone might mount the orca's cannon onto a mining ship and therefor be horribly overwhelmingly powerful... Yeah.
With a large enough blast radius, one would merely need to aim the gun at the closest stationary rock, open fire and tractor in the various quantities of raw materials now floating about! Wow! Almost like... Mining!
2) How to keep it from being a mine/missile shoot downer thing?
An energy hungry, slow fire weapon such as this isn't a huge replacement for a good 'ol fashioned train disruptor.
3) How to deal with ticked off NPCs.
Get really good shields? All I got.
Reckon folks'll just have to reckon if the idea of creating an item to give the mining ship a specific purpose in addition to making the act of mining economically attractive to players is worth it.

My concern on that issue wasn't that it would make the ship overly powerful. It wouldn't. The thing maneuvers like a brick on water, and it would never be a serious threat to a prepared enemy. I'm talking about someone who is unprepared, like a pirate who is typing his demand, and the mining ship hits him with 2 or 3 shots before he can react. Not really a blanced situation, if you think about it. I suppose you could make the argument that the pirate deserves it for not paying attention, though.....

*chuckles* Believe me, a facefull of transport turrets will perform that same trick in no time flat.
However, reducing the overall arch of the weapon to becoming, essentially, a fixed weapon would make aiming an improperly mounted gunboat gun about as east as... Say, aiming a gunboat gun with a mining ship!
If this was something that people decided they wanted to see implemented, it wouldn't be terribly difficult to put it into action without causing an upset. Or so I reckon.
